People's Declaration of Calendar Reform and Moral Referendum

World Summit on Peace and Time
University for Peace, Costa Rica June 22-27, 1999

In recognition of the existence of a planetary moral emergency, and in order to preserve the biosphere, to minimize suffering, and to eliminate the scourge of war, thus assuring a new time of justice and a genuine culture of peace on Earth, we, the delegates of the World Summit on Peace and Time, do hereby authorize the Declaration of Calendar Reform and its attendant Resolutions constituting the People's Moral Referendum; and that to achieve the universal ends which this Declaration of Calendar Reform encompasses, we do hereby call upon the highest level leadership of the United Nations and the Vatican to begin to implement this People's Declaration of Calendar Reform and Moral Referendum by joint proclamation of intent to Reform to all the peoples of the Earth, on the first day of the Magnetic Moon, White Resonant Wizard Year, old calendar, July 26, AD 1999.

Thus, do we solemnly and sacredly declare, that whereas the Gregorian Calendar was instituted by papal decree in the year AD 1582, and henceforth adopted by virtually all nations as the common world standard; and that

Whereas by rational discourse and common sense, it has been determined that the Gregorian Calendar does not represent a true or accurate standard of measure nor belong to any systematic science of time, and hence, is worthy of reform; and that

Whereas the League of Nations proposed such reform to be effective January 1, 1933, and again January 1, 1939, both of which efforts were inconclusive; and that

Whereas the United Nations opened debate on calendar reform without closure in AD 1956; and that

Whereas in 1962, the Vatican II Council issued a "Declaration of Calendar Reform," being unopposed to a new perpetual civil calendar, we, the delegates of the World Summit on Peace and Time, on behalf of all the people's of the Earth regardless of race, creed or religious belief, and on behalf of the biosphere, the terrestrial life support system, in order to assure peace, freedom, equality, justice and a new beginning in a new time, do hereby abrogate the use of the Gregorian Calendar, and authorize its immediate replacement as the common world standard, the biologically accurate measure of the perpetual, 28-day thirteen moon calendar, henceforth known as the Calendar of Peace.

We further affirm that objections previously sustained against the "null" day, henceforth known as the "day-out-of time," are no longer justifiable in light of the course of events in the second half of this century, and that, whereas the peoples of the Earth having tested the nature of this day-out-of-time through common sacred observation and celebration, declare that this annual day-out-of-time, old calendar, July 25th, the 365th day of the new 28-day thirteen moon civil calendar year , henceforth be declared to be the annual day of universal pardon and forgiveness and for the exaltation of festivals of peace through culture.

In recognition of the fundamental change and unparalleled opportunity augured by the Calendar Reform, on behalf of all the people of the planet Earth and its biosphere, and in accord with the principles of equality, justice, harmony and peace represented by adoption to the even 28-day thirteen moon measure of the new Calendar of Peace, the World Summit on Peace and Time hereby authorizes in the form of Seven Articles of Resolution constituting the People's Moral Referendum, changes to civil society world-wide, as determined and decreed by the Seven Commissions of the World Summit on Peace and Time, and that these Articles of Resolution reflect the common good as determined by the following seven areas of human endeavor and concern: Time, Peace, Wealth, the Biosphere, Education, Art and Culture, and Spirituality.

Presented on behalf of all of the Commissioners and the Planetary Kin delegates of the Seven Commissions of the World Summit on Peace and Time, dated: Gregorian June 27, 1999, Cosmic Moon 1, of the new Calendar of Peace.

Following are the Resolutions of the Seven Commissions in the form of Seven Articles appended to this Declaration of Calendar Reform.

Articles of Resolution

Article I. Commission on Time
Preamble

In order to return to an original wisdom and safeguard the future evolutionary unfoldment of the human species, we, the people of planet Earth, call for the establishment of a harmonious measure of time.
To prevent the further desecration of the biosphere, this measure must reflect the natural pulse of the planet.
Time is primarily a function of consciousness and has a much richer structure than can be modeled with the linear geometry of three-dimensional space. Our analysis demonstrates that the mechanical clock and the Gregorian Calendar are artificial and entropic time-templates the following of which has a discordant effect on the conduct of the human mind, adversely influencing the entire fabric of global civilization. This adverse influence is due to the way that the species-wide use of these humanly contrived time-defining systems throws the patterns of human life out of phase with the life-giving rhythms of the biosphere as a whole, effectively disconnecting humanity from nature.
The Calendar of Peace catalyzes a global shift in consciousness by the harmonization of the human species with the natural order of its life support systems.
In the course of our research we have become convinced that to elevate the quality of human experience and deepen our reverence for all life, the realm of natural time must be entered wholeheartedly.
To live and grow in natural time we declare to be a universal human right.

Referendum on Time

The first stage in initiating reform of civil society to the standards of the Calendar of Peace is the establishment of the necessary Councils to implement the following tasks:

  1. The production and global distribution of a generic thirteen moon 28-day calendar, including the 260-day Tzolkin as a demonstration of how the thirteen moon framework can be used to integrate any spiritual and cultural tradition into the world Calendar of Peace.
  2. The creation and publication of manuals for local, bioregional conversion, and implementation of the thirteen moon Calendar of Peace.
  3. The creation and dissemination of computer operating systems compatible with the thirteen moon 28-day measure.
  4. To actively seek material and financial support for these initiatives.
  5. The establishment of a global network of bioregionally organized Councils to discuss and explore the emerging new science of time. Each Council will meet regularly in accordance with the Calendar of Peace in their own bioregions and will share their findings with all other Councils at the end of each thirteen-week quarter. Publications and findings will be issued annually to support the awakening global culture of peace.

Article II. Commission on Education

Resolution
"From Educare to Inducare: leading humanity
out of the age of ignorance and into the art of living."

At this time of transition into the new Millennium, in the name of creating the optional, continuously evolving learning process for the sake of the full actualization of human potential and the preservation of the Earth, we propose the following model of Global Education.
In the light of our present day planetary moral emergency, it is clear that a whole systems restructuring and revitalization of education is necessary to prevent biospheric collapse and to catalyze humanity's humble understanding of and integration with nature. An awareness of time and humanity's inherent relationship with its cycles and rhythms provides the foundation for the new era of education.
Embodying a higher moral consciousness, education must be holistic, lifelong, cross-cultural, experiential, empowering, dynamic and nurturing of creative self-expression.
Suggestions for implementation of the Curriculum for the Peaceful New Era, the Commission on Education recommends:

A. Core Curriculum

I. Art
Traditional and innovative approaches to the art of living through multi-sensory experiences, stimulating creative approaches to problem-solving, self-expression, and co-creation with the whole.
II. Sustainable Living and Life Skills
Self-preservation that reveres the indelible balance of life through the use and re-use of resources, permaculture and organic gardening, community living skills, and the capacity to survive in the natural world.
III. Comprehensive Sciences
Exploring the known and unknown laws of nature and mysteries of life through rational and intuitive, logical and experiential approaches.
IV. Mind-Body-Spirit Synthesis and Cultivation
Honoring the biodynamics of the self through positive emotional, physical, and spiritual development utilizing holistic healing techniques, conscious health and nutrition practices, and the awareness and application of subtle energies.
V. World Languages, Cultures and Spirituality
Fostering genuine appreciation and respect for the wisdom and the ways of all indigenous and contemporary societies facilitating global communication.
VI. Human Evolution: Past, Present, and Future
Rediscovering the story of the human time-line wherein all peoples are represented and acknowledged through their mythologies, prophesies, and archetypes that communicate the one continuum of time.
VII. Time
Understanding the influences of planetary, solar, stellar, and galactic cycles as preparation for the imminent birthing of a new culture of peace.

B. Learning Environment

I. Co-teaching
Allowing several "facilitators" to explore their particular interests and gifts with the children.
II. Mixed Level and Age Classes
Allowing older "learners" to inspire, encourage, and guide younger "learners" so that behaviors, rhythms of class, etc. are handed down and less time is spent on discipline.
III. Interaction With Nature
Animals and plants are vital to the learning environment.
IV. Universal Learning Environment
"Classroom" should go beyond the school building to include town, region, country, globe and galaxy.

These mutually supportive and interdependent dimensions of learning invoke a spirit of cooperative education and a self-evolving learning process centered around higher moral consciousness.

Article III. Commission on Wealth

Introduction
Time, based on the Gregorian Calendar, is reflected in the current global chaos, suffering, materialism, acts of dominance, scarcity consciousness and social injustice. Time, measured by the thirteen moon Calendar of Peace, provides equality and alignment with the natural cycles of planet Earth.

1. Our major challenge is to change global human consciousness and the concept of wealth. Wealth is the manifestation of universal love in all levels of life. Spirit is wealth. The natural world is wealth. Family and community is wealth. Health is wealth. Time is wealth. Generosity is wealth. Art is wealth.

2. To achieve this shift in consciousness and promote recognition of true wealth, we need a tool which can be used as a guide in the transformation of all society. This tool is the thirteen moon Calendar of Peace. Because it is an accurate model for the regulation and measurement of time, in this system, each person in each community has equal value and an essential role.

3. The laws governing nature are the same as those governing human evolution, therefore, human and natural capital are superior to the accumulation of inferior forms of capital and wealth creation, which never end up creating superior forms of development. Since there are economic systems biased against proper wealth creation and distribution, equity concerns are essential in maintaining a balance across all forms of capital participating in the development process.

4. Re-education of the global society concerning the significance of the true concepts of wealth is vital. The indigenous cultures of Mother Earth provide us with valid models for this re-education process. They are an example to be followed by humanity because of their conscious connection to the natural cycles of the Earth, the Sun and the stars.

5. With spiritual guidance, we will plan and create practical life empowering applications of the re-defined concepts of wealth which will transcend religious and cultural-institutional parameters. We recommend that a special diverse committee work on this specific project.

6. The next economy must face the daunting task of the clean-up of the Earth. We propose the immediate creation of a task force of talent to create physical models of this new vision. Following the rhythm of the thirteen moons of planetary service, the work will begin in the Magnetic Moon with an identification of goals. With full confidence, we envision the launching of a unified global economy of abundance in the year of the White Resonant Wizard.

Article IV. Commission on the Biosphere

Acknowledging:

-that peace is the process of respecting the principles of nature through which all life exists.
-that seeds, fertile soils, pure waters, and natural time cycles are the basis for all plant and animal life on Earth, including humanity.
-that only freely available organic seeds can guarantee the continuity of life, and
-that local self-sufficiency is basic to a viable world economy.

1. We call for a worldwide movement to create local seed sanctuaries in the tradition of Earth conscious cultures which for thousands of years reserved the best seeds of each harvest as gifts to one another. These sanctuary gardens apply natural principles and, therefore, build soils, increase water availability, and yield a diverse abundant harvest without the use of artificial chemicals, thereby creating a proficient and reliable source of organic seeds. The seeds grown in these sanctuaries will be stored in beautiful urns and accompanied by a) cultural expressions of their value to their communities in forms such as songs and stories; b) instructions for their planting, tending, harvesting, processing, storing, and use as food, medicinal, and other purposes; and c) information concerning appropriate areas of Earth where they can be faithfully grown without damage to local eco systems. Seed stores will be allocated for planting by community decisions, to sharing as gifts to other communities, and to storage as reserves for future times of need with the overall purpose of ensuring that all communities of Earth have access to such seeds as needed.

2. We call for the coming together, through communications networks, including the Internet, of all people working to preserve, distribute and plant organic heirloom and native seeds. We encourage them to cooperate with each other developing seed sanctuary networks of locally self-sufficient and ecologically sustainable communities based on traditional and/or newer systems, such as Permaculture, with the goal of local abundance in all parts of the Earth as rapidly as possible.

3. We call for the recognition of all such organic seeds and all life forms, as sacred and thus, protected from patenting, legal ownership of any kind, and/or genetic engineering. These seeds are to be held in community trusts for free exchange with other communities.

4. We call upon the world: a) to return the Earth to one common land without artificial boundaries, open to all peoples who intend to live in respect of the principles of nature; b) to assist in restoring damaged lands and waters to their natural and healthful , non-polluted conditions, c) to support wise people of all ages who live and practice their love, compassion, and service to the Earth as teachers empowering communities with ancient and contemporary knowledge of living with the Earth self-sufficiently. We recommend the return of an economy centered around the importance of sacred seeds, fertile soils, pure waters, and conscious planting and harvesting in harmony with the seasons, phases of the moon, and all natural time cycles.

Make Peace, Live in Peace
Article V. Commission on Spirituality
Actions to be taken by the General Assembly of the World Summit on Peace and Time proposed by the Commission on Spirituality, June 26, 1999.

Preamble

While the specific beliefs and practices of our specific faith communities vary, we all recognize the fact that our planet and our entire human family are presently faced with a serious moral and spiritual crisis. Furthermore, we recognize that, the reconnecting (re-legario), of our individual and collective human consciousness with the Infinite Unitary Consciousness is an essential step which is necessary to resolving the present ecological, social and political crisis which confronts our human family-because this crisis is, ultimately, a spiritual crisis.

Proposals

We, as the Commission on Spirituality, call upon the General Assembly of the World Summit on Peace and Time, to convene a Spiritual Council for World Peace (or the United Nations Spiritual Forum for World Peace) to meet at the Presidio, San Francisco, California, on June 26, 2000, Crystal Moon 28, to undertake the following spiritual action steps:

A) To review and discuss the scientific discoveries underlying the thirteen- month calendar and the potential relevance of these scientific discoveries to the "spiritual life" of human beings and to the potential solution of the global crisis;

B) To formally approach the United Religions Organization; the Parliament of World Religions; the World Council of Churches; Pope John Paul II; the spiritual leaders of Islam, Judaism, Buddhism, Hinduism, the Spiritual Councils and leaders of the Indigenous Peoples of the world; and the leaders of all other spiritual communities of our human family and seek their active participation, with the members of the Spiritual Council for World Peace in the review and discussion of the scientific and spiritual underpinnings of the thirteen-month calendar-looking toward an endorsement of these findings by these spiritual traditions and an Official Recommendation by these leaders that the followers of each of their spiritual traditions officially adopt the thirteen-month calendar for their use in both their public and private lives;

C) To take the steps necessary to see to it that any implementation of the thirteen-month calendar be designed to protect and safeguard the observance of the High Holy Days, the Liturgical Schedule, and the dates of all sacred Ceremonies and Rituals of every human spiritual tradition;

D) To request that the Leaders of each spiritual tradition research and issue an Official Public Statement to all followers of their spiritual tradition stating how the thirteen-month calendar is consistent with and affirmatively supported of the traditional spiritual beliefs and practices of that spiritual tradition and how the official adoption of the thirteen-month Calendar of Peace is supportive of the positive spiritual and psychological life of human beings and the scientific knowledge of our human family;

E) To officially request that the Leaders of the major spiritual traditions research, draft, issue and deliver to the Presidents of each nation of the world an Official Request that said Presidents' nation state officially adopt the thirteen-month calendar as of a specific future date to be determined by these Spiritual Leaders and that said Presidents meet to adopt collective ways in which to utilize the thirteen-month calendar to positively promote peace among and between their nations (perhaps by adopting mutually agreed-upon new names for each month and days of the week, which are based upon loving concepts, rather than on the war sources of the names of the months and days of the week of the current Gregorian Calendar);

F) To request that these Spiritual Leaders designate, in common, the 365th Day of the thirteen-month year to be a common Day of Spiritual Reconciliation and Forgiveness, devoted, worldwide, to fasting, meditation on peace, purification, a day to consider forgiveness of all debts;

G) To request that the Spiritual Leaders of each spiritual tradition designate the seventh day of each week and a specific hour of that day to be a time of Meditation on Peace at special locations of energetic power on our planet.

H) To initiate official courses of study in each nation of the world to train Teachers as to the full scientific, spiritual, and cultural implications of the adoption and use of the thirteen-month calendar.

Article VI. Commission on Peace

The thirteen moon 28-day calendar is the Calendar of Peace. Peace is intrinsic to the deep structure of reality and not the consequence of any kind of action. Rather than being produced by human actions, peace is revealed when harmony prevails. Thus, the synchronization of the patterns of human life with the natural cycles and harmonies of the living Earth is a practical strategy for making peace tangible. By its very nature and congruence with the natural cycles of the Earth, the thirteen moon Calendar of Peace is a creative instrument for engendering planetary peace.

One of the great advantages of the Calendar of Peace is that it provides a harmonic template of time that fosters human cooperation. The orchestration of human collaborative efforts to regenerate a planetary culture of peace and reconstruct the collective human will to peace is one of the primary aims of using the new world Calendar of Peace. To engage this function of the Calendar of Peace, we recommend a three-fold strategy to be implemented over the coming year beginning on Magnetic Moon 1 (Gregorian July 26, 1999).

I. To move toward a lasting culture of peace for all humanity, we recognize the urgent need to dismantle and disempower all instruments of war and violence. The demilitarization of planet Earth is essential to make way for a lasting planetary culture of peace. As a concrete step in this direction, we call for the establishment of a bioregionally organized and globally networked task force to carry out a detailed and thorough investigation to identify the sources of the manufacture of weapons around the world. Mapping our the production and flow of arms around the planet shall be accomplished so as to be able to call attention to the nations, corporations, and groups responsible for actually creating, marketing and distributing weapons throughout the human family. This is a necessary step towards orchestrating collective actions to target, dismantle, and neutralize the production and sale of weapons of death and destruction on planet Earth. In this way the Calendar of Peace will be used to synchronize concrete collective actions toward ridding our planet of the scourge of war and violence and to regenerate the resolve for global peace now within human beings. No more war-ever again!

II. To create a globally coordinated team to reinvigorate the use of the Roerich Banner of Peace as a universal symbol of peace through culture and peace through harmony with the biosphere. This team is charged with the responsibility for mass production and distribution of Banners of Peace as well as implementing an expanding educational outreach program for informing cultural, peace and environmental groups as well as the public at large about the significance and creative uses of the Banner of Peace to promote a global culture of peace in harmony with the biosphere. III. We call for a Global Peace March that will utilize and promote the Calendar of Peace throughout its journey across the length of the United States of America. This March will also bring attention to the findings of the task force on weapons production and distribution so as to mobilize humanities collective intent and resolve to put an end to arms manufacture and distribution among our One World Family.
We are concerned about our future. We are concerned about our human life. Global Peace Now! No more war-never again!

Article VII. Commission on Art and Culture

The time has come for humankind to once again honor the role of Art in the process of healing the soul. When the people's consciousness is connected to the heart, than the potential of Art as Time is recognized, ((Global Culture)) is birthed from the union of Science, Art and Spirit, awakening unity through diversity, a living model of peace.
We resolve:
*The reinstitution of sacred ritual and ceremony as integral components of cultural unification, acknowledgment of universal holidays or ((holy days)) in particular, that of a Universal "Day Out of Time", a planetary pause, on the 25th of July each year, as an International Day for the celebration of Arts and Culture. This act of global synchronization, with the focused intention to share in arts and culture has served as an invitation as well as a template for individuals, communities and nations to unify in the spirit of Festival, open to a spectrum of interpretation in form, empowering and enriching all peoples in acts of creativity. This respect for diversity assures peace.
*With the institution of Peace, the creation of a Global Endowment for the Arts, in order to supply materials for the teaching and demonstrations of art. These funds will be generously applied in projects for the arts within institutions of education, hospitals, rehabilitation centers, industries, and human care facilities in all communities.
*The formation of self-sustainable arts communities, utilizing cooperative lands in the return to a natural rhythm; joining as spiritual families, uniting races and traditions in honoring and respecting the Earth in creative processes of permaculture, hand crafts, and healing therapies.
*The promotion of multi-cultural art exchanges, intuitive art programs and caravans for the Arts to integrate concepts of global peace and harmony with Nature into each and every community of the planet.
*The adoption of symbolic representations of an awakened planetary consciousness, such as flags, monuments, songs and other expressions of love. *Art is a means to inspire all humanity to its greatest evolutionary potential. Art is not only an external expression, but a way of life in an awakened culture that recognizes that every human being is an artist, creator and co-creator of global peace. The ultimate act of creation is the creation of peace.

Truth is Love. Tolerance is Justice. Peace is Forever.
